The ban proposal would go into effect in 2033, when the affected Russian citizens (now babies) turn 18 years old.

Nikolai Gerasimenko, a member of the Russian Parliament's Health Committee said, "This goal is absolutely ideologically correct."

Kremlin spokesman said such a ban would need serious consideration and consultation with other Ministries.

Ministry of Health said the document has already been distributed in a variety of federal agencies, including the Ministry of Finance, Ministry of Economic Development and others.

The number of smokers in Russia dropped by 10 per cent in 2016.
